川普马斯克卢比奥三人组，打的其实就是NBA中的挡拆战术。真正有权利改组关停开发署的人，是卢比奥。马斯克无非就是以总统特命全权大使的身份，有权查账。
当马斯克开始曝光开发署巨大丑闻时，卢比奥出访巴拿马。舆论焦点全被马斯克聚拢。这就是第一次挡拆。
当民主党人，黄左白左们上街声讨马斯克不是民选官员时，川普迅速任命卢比奥为开发署代理署长，开发署并入国务院。这是第二次挡拆。
舆论发酵一周，开发署成过街老鼠时，卢比奥发布关停整顿开发署计划。
2月7日，开发署被肢解，14000人，只留下297人。挡拆结束。
民主党人上街游行反对的马斯克，没有任何权力做任何事。真正具有决定性影响，决定开发署命运的川普和卢比奥，手起刀落后，民主党人，白左，黄左，黑左门，不敢支一声。
所以，这个游戏就是，马斯克唱白脸，吸引火力，卢比奥唱红脸。
